ARTICLE III: CHAPTER OFFICES


SECTION 1: OFFICERS AND THEIR DUTIES
The officers of this Chapter shall consist of:
a. PRESIDENT
i) Preside over all meetings and direct all official business of this Chapter.
ii) To see that majority vote on any particular item is fulfilled in accordance with the pertaining Bylaws.
iii) To insure that any member requesting the floor is granted his request at first hand in reference to the subject being discussed.
iv) To insure that all Bylaws and Rules of this Chapter are adhered to by all members.
v) To act as a tie breaker on those proposals split equally between members when no other apparent resolve is obtainable.
vi) To insure that major conflicting interest of members is brought to a secret written vote.

b. VICE PRESIDENT
i) Assist the president.
ii) Act as Program Chairman
iii) Act as President in the Presidents absence on all functions as covered in ARTICLE III, SECTION A

c. SECRETARY
i) Maintain accurate minutes of all meetings.
ii) Read minutes from previous meetings.
iii) Provide B.A.S.S. National and State Federation with up-dated rosters.
iv) Assist State Team Captain in registration and arrangements for the state team.

d. TREASURER
i) Report financial status at each meeting.
ii) Maintain checking account for chapter.
iii) Provide President and Secretary with checks to pay bills or dues.

e. TOURNAMENT DIRECTOR
i) To notify all possible member participants prior to each tournament by telephone or other means of any possible changes in each tournament schedule.
ii) To receive and maintain accurate records and tournament fees for each Chapter tournament.
iii) To report on any Chapter sponsored tournament fished, at each Chapter meeting.
iv) To insure that all participating members receive points for each Chapter tournament fished in.
v) To be the official timekeeper during all Chapters sponsored tournaments.  Shall be responsible for starting and ending each Chapter sponsored tournament on time and insure that a 15 minute waiting period is maintained for any possible protest after the last participant weighs in.
vi) To conduct all weigh-ins in an orderly fashion, to have any questionable fish measure, and to access appropriate penalties of same in accordance with tournament rules.
vii) To have absolute authority over all Chapter tournaments.  Shall enforce all Chapter tournament Rules and By-laws as set forth in this Chapter, unless otherwise specified by a vote of the majority of active members present in accordance with the By-laws and Rules of this Chapter.
viii) To have absolute authority to inspect any participant’s boat at any time, at any Chapter sponsored tournament and to have complete authority to disqualify any participant(s) found in violation of Chapter Tournament rules.
ix) Shall have copies of Chapter sponsored tournament rules available for participants or a copy available for inspection by tournament participants.
x) Shall bear full responsibility for moneys received for all tournaments, and payback of same.
xi) Shall appoint an assistant Tournament Director and possibly may appoint a second assistant Tournament Director to help him in his responsibilities to this Chapter.
xii) The Tournament Director and his assistant or assistants shall be the only persons to weigh fish, measure questionable fish, or to officially enter necessary information in the Tournament Director’s record book.
xiii) The Tournament Director shall have the official responsibility of receipt, maintaining, and keeping of the Chapter weigh scales; weigh basket and tripod stand and make readily available for all Chapter sponsored tournaments.
xiv) Shall withhold any moneys affected by protest until matter is resolved (Normally at the next Chapter meeting).
xv) To bring any possible protest before the tournament participants and to insure that the protest procedures are fulfilled according to ARTICLE X.

xvi) To receive one (1) free entry fee to a regular club tournament of his / her choosing as a reward for directing each tournament.
f. ASSISTANT TOURNAMENT DIRECTOR/DIRECTORS
i) Shall consist of the Tournament committee

ii} Assist the Tournament Director.
iii) Act as and fulfill all the responsibilities of the Tournament Director in the Tournament Director’s absence as listed in the Chapters Bylaws and Rules, Article III, Section 1E.

g. SERGEANT AT ARMS (If available)
i) To maintain an orderly meeting as requested by the presiding officer.
ii) To help insure that all Chapter meetings are handled in accordance with the By-Laws and Rules of this Chapter.
iii) May appoint other members to assist him in fulfilling his duties.

h. CHAPTER CHAPLAIN (If available)
i) To give invocation at all Chapter functions.
ii) To suggest guidance in case of any possible confrontations or uncontrollable situations.
iii) May appoint an assistant to fulfill his duties in his absence.


SECTION 2: ELECTION PROCESS
1. NOMINATION OF OFFICERS
a. A motion can be made to make nominations at the regular Chapter meeting in December. In order to elect any or all officers this motion must be carried by a two-thirds majority vote of all members present.
b. Nomination and election shall be held separately for each office as listed in ARTICLE III, SECTION 1, except for those offices of assistant, which shall be appointed by the elected officer of that particular office.

2. ELECTION PROCESS
a. Election shall be by a two-thirds majority of the voting members present, and may be voted upon by secret ballot if deemed necessary by the presiding officer.


SECTION 3: ELIGIBILITY OF VOTE
Each member, including Officers, is entitled to one vote for each elective office. Proxy votes are not permitted.
NOTE: All Officers shall be entitled to vote on all Chapter functions, as they are considered active Chapter members.

SECTION 4: TERM OF OFFICE
The term of office is until the next election takes place, and then beginning on the first Monday of the first month after elections, and not ending until the closing of the meeting in which the successor is elected.

SECTION 5: VACANCIES
In the event that an office becomes vacant, nominations shall be asked, and an election will be held to fulfill the unexpired term of the vacant office in accordance with ARTICLE III, SECTION 2 and SECTION 3.  National B.A.S.S. Headquarters shall be notified immediately of the change of any officers.

SECTION 6: ELIGIBILITY FOR HOLDING OFFICE
1. Must be a member in good standing for at least six (6) months.
2. Must show an active interest in Chapter functions.
3. Must be nominated.
4. Must be willing to accept the responsibilities for office in which he is nominated.
